GSS use case: Expediting a critical IT services evaluation

To better understand these key features in action, let us examine a detailed use case:

The Federal Cyber Defense Bureau (FCDB) needs to rapidly evaluate vendors for a critical cloud infrastructure services contract. Neil, a contracting officer within FCDB, must manage a complex evaluation involving multiple technical factors, pricing considerations, and a diverse evaluation team. The traditional evaluation process is known for being lengthy and prone to coordination challenges, often delaying crucial technology implementations.

In this next section, let us explore the Government Source Selection (GSS) features that help Neil and his colleagues accelerate the evaluation process through this example workflow.

Increases speed and accuracy

The GSS solution accelerates evaluation setup and ensures a high level of accuracy and completeness during the evaluation creation process. For example, Neil can quickly create a new evaluation for Critical Cloud Infrastructure Services using the guided evaluation setup process. The guided experience leads him through entering all necessary evaluation data, including factors, timeline, and vendor details.

As part of the evaluation setup, Neil uses the solution's SAM.gov integration to automatically pull current vendor data directly into the application. This ensures that all vendor information, including certifications and exclusion status, is up-to-date and accurate, eliminating manual data entry errors and accelerating the vendor onboarding process.

For price-driven decisions, Neil can leverage GSS's streamlined LPTA evaluations. When LPTA is selected as the evaluation method, the interface adapts to reduce setup complexity with a default LPTA factor, predefined evaluation teams, and automatic vendor document mapping. Once the LPTA evaluation begins, a single task presents vendor pricing sorted in ascending order, enabling the evaluator to select a vendor and complete the evaluation with fewer steps and less coordination.

Depending on FCDB's contract requirements, Neil can configure the evaluation for either single or multiple awards, enabling GSS to adapt the vendor selection process accordingly.

Automates key processes

When Neil creates the evaluation, GSS automatically applies a customizable evaluation approach based on the evaluation type he selects. This approach automatically assigns various tasks to different groups and assignees, such as technical review tasks for the IT team and pricing analysis tasks for the financial analysts.

When Neil starts the evaluation, GSS uses a standard evaluation form to send to all assigned evaluators. The form provides evaluators with the necessary factor and vendor documents they need as well as the factor's rating scale. This enables Neil to focus on evaluation setup while the solution automatically handles the evaluation form distribution and management.

Neil uploads the vendor proposals and the technical documentation directly to the evaluation. The intelligent document management and creation capabilities enable him to organize, manage, and collaborate on these documents efficiently within the application. The GSS solution includes built-in Office 365 integration for seamless document collaboration among evaluation team members.

Admin users on Neil's team can also manage SSDD templates directly from the Source Selection Settings site. The Templates page provides a no-code interface for editing document templates using the AI Document Builder, ensuring consistent document structure whenever Contracting Officers generate SSDDs from evaluations.

Provides transparency and insights

GSS consolidates relevant data, documents, tasks, communications, and progress into one accessible view for the cloud infrastructure evaluation. This provides real-time visibility for Neil and all stakeholders, fostering cross-functional collaboration and accountability throughout the evaluation process.

Integrates with powerful tools

Government Source Selection integrates seamlessly with Contract Writing (CW) to enable Neil create the evaluation directly from the released solicitation in the CW solution. This integration automatically transfers all relevant solicitation data to the evaluation, eliminating manual re-entry and ensuring consistency between the solicitation and evaluation processes.

The solution also supports integration with Vendor Management (VM), enabling Neil to pull in vendors and their submitted documents from related opportunities. The system automatically flags vendors who resubmit proposals and removes withdrawn vendors from the evaluation, maintaining data integrity throughout the process.

GSS also integrates with Award Management (AM) to enable Neil to create evaluations from released solicitations in the AM solution. Key information such as the solicitation PIID, description, and contracting officer is automatically carried over from the solicitation to the evaluation, reducing manual data entry and improving data accuracy while establishing clear connections between the solutions.

Additionally, GSS includes integration with GAM Acquisition Central which provides access to centralized vendor records and SAM.gov data utilization. During evaluation setup, vendor-specific fields can be pre-populated with data from GAM Acquisition Central's reference vendor records, minimizing manual input and potential errors while ensuring up-to-date and compliant vendor data.

Enhances collaboration and consensus

During the evaluation phase, Neil's team uses the manage consensus process feature to consolidate individual evaluation responses and make final decisions on vendor ratings. The guided consensus process provides comprehensive summaries of results, making it easier for the team to reach informed decisions.

Neil can configure weighted evaluation factors with adjustable weighted values for each factor and subfactor in the evaluation. This provides more control over their relative importance from one evaluation to another, making it easier to communicate and demonstrate the reasoning behind evaluation decisions to stakeholders and oversight bodies.

For complex procurements, Neil runs the evaluation as a multi-round evaluation. After the first round's factors are complete, he starts a new round, choosing the factors and the vendors to carry forward so his team can focus on the most competitive proposals. Neil can establish a competitive range for negotiations after a round completes, and the whole evaluation stays in a single record with a connected audit trail.

Leverages AI

With GSS's generative AI capabilities, Neil's evaluation team can streamline the consensus process by leveraging AI to generate synthesized responses from multiple evaluator inputs. The AI combines individual responses into a single, coherent evaluation while maintaining the original responses for reference.

Use AI to combine and generate evaluation responses.

The AI can also synthesize evaluation and rating data into suggested final comment responses, so evaluators can edit and refine the generated content rather than starting from scratch, significantly reducing the time needed to complete consensus documentation.

Use AI to suggest responses.

GSS's AI Proposal Analyzer takes this further by automatically analyzing each vendor's submitted documents against the evaluation factors. When Neil starts the evaluation, the analysis kicks off for each vendor-factor combination, extracting key findings from the proposal documents. Each finding includes AI-generated category, the actual text from the vendor's response, a source reference with document section and page.

Neil can view the complete analysis in the Vendor Analysis tab on the evaluation summary, which organizes findings by vendor and factor with an overall summary. Evaluators see the relevant analysis alongside vendor documents in their evaluation form, with clickable source links that navigate directly to the referenced section and page in the original document.

GSS's evaluator language validation adds another layer of AI-powered quality assurance. Before evaluators submit their ratings, they click Validate to run an AI consistency check that compares their written responses against their selected rating. If the AI detects a mismatch, for example, an "Outstanding" rating paired with language describing weaknesses, the system surfaces the discrepancy directly on the evaluation form. Factor Chairs can then review flagged evaluations on the revamped Ratings tab, which displays discrepancy indicators per evaluator alongside an AI-suggested rating for additional context.

GSS's AI price extraction reduces the manual effort of entering vendor pricing data during evaluation setup. When Neil adds vendors and uploads their proposal documents, he selects a document for AI extraction. After the vendors are added, GSS automatically extracts the total price, price breakup, and pricing notes from each selected document. Neil reviews the extracted data on a dedicated reconciliation page, makes any corrections, and confirms — moving through each vendor sequentially without re-entering data by hand.

Once all evaluation factors are complete, Neil uses GSS's AI-powered SSDD generation to produce the Source Selection Decision Document. Instead of manually compiling findings from each vendor's consensus report, Neil clicks Create SSDD on the evaluation summary. The AI Document Builder pulls in the consensus data, vendor details, and any supporting documents Neil attaches, then generates a structured SSDD draft. Neil reviews the draft in the new Drafts sub-tab on the Documents tab, makes edits, and clicks Finalize to move the completed document to the official Documents sub-tab for the evaluation record.

FCDB has configured GSS to use Native Appian AI for all AI-powered features, aligning with their organization's strategy for secure, built-in AI capabilities. This Native AI flexibility enables Neil's team to leverage Appian's integrated AI services for generating consensus reports and providing assistance with final comments, ensuring consistent AI performance across their evaluation processes while maintaining their preferred AI service configuration.
