Reconcile extracted pricing

When contracting personnel select a vendor document for AI price extraction during the Add Vendors workflow, Government Source Selection (GSS) automatically initiates the extraction process after the vendors are added. The extraction status is visible on the vendor cards in the evaluation's Vendors section.

View extraction status

Each vendor card displays a status tag indicating the current state of the AI price extraction. The status tags and reconciliation requirements depend on your environment reconciliation configuration.

Note:  The extraction status tag only appears on vendor cards where a document was selected for AI price extraction during the Add Vendors workflow. See Configure mandatory pricing reconciliation to change the reconciliation behavior.

When reconciliation is mandatory (AS_GSS_TOGGLE_EXTRACTED_PRICE_RECONCILIATION_MANDATORY is True):

  • Extracting Pricing: The AI is processing the selected vendor document. No action is required.
  • Review Extraction: The extraction completed without errors. You must review and confirm the extracted pricing on the evaluation Summary tab before starting the evaluation.
  • Reconciliation Required: The extraction completed with errors. You must reconcile the pricing on the evaluation Summary tab before starting the evaluation.

When reconciliation is mandatory, you must reconcile all vendors before starting the evaluation, regardless of extraction outcome.

When reconciliation is optional (AS_GSS_TOGGLE_EXTRACTED_PRICE_RECONCILIATION_MANDATORY is False):

  • Extracting Pricing: The AI is processing the selected vendor document. No action required.
  • Pricing Extracted: The extraction completed without errors. The system applies pricing automatically. No reconciliation action is available on the Summary page.
  • Reconciliation Required: The extraction completed with errors. You must reconcile the pricing on the evaluation Vendors tab before starting the evaluation.

Set up and start a new round

For best value evaluations, after all factors in the current round are marked complete, contracting officers can start a new round instead of selecting awardees. Each new round carries the evaluation forward with the vendors and factors you choose, so you can narrow the field in structured steps while keeping a single, connected evaluation record. You add rounds as the evaluation progresses — there is no need to declare them up front.

Note:  Multiple rounds are available for best value evaluations only. The vendors and factors you select for a round are locked once the round starts.

To set up and start a new round:

  1. Navigate to the evaluation Summary tab.
  2. In the Rounds section, click Plus icon in circleSetup new round.
  3. Enter the Evaluation Round name.
  4. Select the Start Date, Duration (days), and Due Date for the round.
  5. Select Yes or No for On the Spot Consensus to set whether this round skips individual evaluator tasks and goes directly to consensus.
  6. In the Select Vendors for New Round section, select the vendors to include in the round. Each vendor row shows the vendor's UEI and CAGE, a Consensus Ratings View link, and the Total Price. Use the Search Vendors field to find a specific vendor.
    • If you established a competitive range for the previous round, the vendor list is prepopulated from that determination.
    • To bring back a vendor excluded in a previous round, select it from the list.
  7. In the Factors section, select the factors and subfactors that apply to the round.

Note:  Selecting a subfactor also selects its parent factor. The SETUP ROUND button stays disabled until you select at least one vendor and one factor.

  8. (Optional) If you need to adjust the round before starting it, update the factor due dates and the team assignments during setup. Teams and evaluators carry forward from the previous round, so you only adjust what changes.

Note:  You can set up a new round only after the current round is complete. Completing a round is an explicit action — see the "To complete the round" steps below.

  9. Click SETUP ROUND to save the round in Set up status.

Setup new round dialog showing round details, vendor selection, and factor selection.

A round moves through three statuses: Set up when you save it, In Progress after you start it, and Complete after you complete it.

To start the round:

  1. In the Rounds section, click Vertical Ellipsis icon on the round card and select Start Round.
  2. In the Start [Round Name] Round dialog, click START ROUND to start the round and trigger tasks for the selected factors. The round moves to In Progress.

To complete the round:

  1. In the Rounds section, click Vertical Ellipsis icon on the in-progress round card and select Complete Round. The round moves to Complete.

After a round is complete, you can establish a competitive range for it or set up the next round.

Note:  Manage a subsequent round from the Vertical Ellipsis iconMore options menu on its round card. The actions in that menu operate on that round. The evaluation action buttons on the Summary tab apply to the initial round.

Establish a competitive range

For best value evaluations, after a round is marked complete, contracting officers can record which vendors fall within the competitive range for negotiations. Establishing a competitive range captures this determination as a definitive decision point in Government Source Selection (GSS), rather than tracking it in offline documents. The action is optional and does not have to be completed before starting a new round.

To establish a competitive range:

  1. Navigate to the evaluation Summary tab.
  2. In the Rounds section, click Vertical Ellipsis icon on a completed round card and select Establish Competitive Range.
  3. In the Vendors Evaluated section, review the vendors. Each vendor row shows the vendor's UEI and CAGE, a Consensus Ratings View link, and the Total Price for the round.
  4. Select the checkbox for each vendor that falls within the competitive range. The N of N in range counter updates as you select vendors.

Note:  At least one vendor must be within the competitive range. A range of one vendor is permitted.

  5. (Optional) Click UPLOAD to attach the approved competitive range determination document. You can attach one document. Supported formats: PDF, DOC, DOCX, XLS, XLSX, PPT, and PPTX.
  6. Click ESTABLISH COMPETITIVE RANGE.

Establish Competitive Range screen showing evaluated vendors, ratings, prices, and document upload.

  7. Click SETUP NEW ROUND to start the next round with the in-range vendors.

You can establish a competitive range once per round. When you set up the next round, its vendor list is prepopulated from the determination. Notifying vendors inside or outside the competitive range is handled in Vendor Management (VM).

Select awardees

In Government Source Selection (GSS), for best value evaluations, after all factors are marked as complete, contracting officers and evaluation chiefs can select the winning vendors through the Select Awardees action. For a multi-round evaluation, select awardees when you reach the final round instead of starting a new round.

To select winning vendors:

  1. Navigate to the evaluation Summary tab.
  2. Click Select Awardees.

Evaluation summary page showing the "Select Awardees" link in the Vendors section.

  3. Select one or more vendors based on the evaluation's award type:
    • Single Award: Select one winning vendor.
    • Multiple Award: Select multiple winning vendors.
  4. Click SUBMIT.

Select Awardees dialog showing vendor selection interface with checkboxes to select the winning vendors.

After you select vendors, the evaluation status changes to Awardees Selected. When the evaluation is created from a solicitation in Government Contract Writing (GCW), all the vendor-submitted documents, for both awardees and unsuccessful vendors, are automatically attached to the related solicitation record for a complete audit trail and future reference.

View vendor analysis

After an evaluation is started in Government Source Selection (GSS), the requirements extraction begins where AI extracts the solicitation requirements from the evaluation title, evaluation description, factor description, instructions, and the solicitation text from Government Contract Writing (GCW). After the requirements extraction is complete, the vendor response analysis can be initiated by the Contracting Officer for a maximum of 10 vendors at a time. Contracting Officers can view the results in the Vendor Analysis tab on the evaluation summary.
