FeatureDescriptionDocumentation Configurable checklists and tasks Create checklists that automatically assign tasks to groups and assignees based on solicitation and award data entered. Configuring Checklists Configurable review processes Create document, solicitation, and award review processes that automatically assign review tasks to the correct user groups. Configuring Review Processes Intelligent document management and creation Create, upload, manage, and collaborate on your contract documents and templates directly in the application. Managing Documents AI-powered document generation Generate supplemental procurement documents such as memos, justifications, and statements of work directly in Contract Writing using templates managed by administrators in the Settings site. Template Management Increase speed and accuracy Sarah's Experience: Sarah uses the guided wizard and intelligent classification codes to enter solicitation data in minutes instead of hours, with built-in validation that catches errors before they reach the contracting officer for review. FeatureDescriptionDocumentation Guided data collection A wizard guides you and your users through the process of entering the necessary solicitation and award data. About the Wizard Standard form support Select and populate government standard forms, including SF1447, during Solicitation and Award creation. CW maps and pre-populates form fields from existing procurement data, reducing manual entry and ensuring data consistency across the procurement lifecycle. CW Release Notes Create a modification from a requirement Start a contract modification directly from an approved requirement and select the released award to modify. CW carries the relevant line item details and contract file documents into the draft modification, reducing procurement lead times and maintaining a clear link back to the originating requirement. Managing Awards AI-generated line items Generate contract line items with AI, then review and refine each line item in a full edit wizard before adding it to your contract. The edit wizard gives you the same editable fields as the standard Create Line Item wizard, adapts its fields to the line item type, and automatically calculates values so you can confirm the details are right. For large sets, export the generated line items to Excel, edit them offline, and import them back. Managing Line Items and Funding Bulk line item creation with Excel Create award line items in bulk by importing them from the structured Excel template that Contract Writing provides for the import function, or export AI-generated line items to edit offline and import them back. The import requires the provided template rather than an arbitrary document, flags any rows with errors so you can correct and re-import them, and works without AI. Managing Line Items and Funding Intelligent classification codes Use intelligent search for PSC and NAICS codes to quickly find what you need during solicitation and award creation. Searching for Codes Generative AI capabilities Boost your writing efficiency by using AI to kickstart a draft or make quick updates to your contract text, all with you in control of the final output. Using AI for Contract Text Smart search Search across solicitations, awards, agreements, and other record data using natural language queries instead of exact keyword matches. Smart search extends to document content, enabling users to search within the full text of all documents in CW from the Smart Search tab. Using Smart Search Use AI-powered insights Neil's Experience: Neil asks the AI Copilot questions about contract clauses and compliance requirements, getting instant answers drawn from his organization's document library, accelerating decisions that previously required hours of manual document review. The Single View Procurement Analytics integration Monitor acquisition-related reporting with comprehensive analytics including Category Spend, Socioeconomic Spend, Fiscal Year Obligated Spend, and lifecycle status reporting. Procurement Analytics Ensure compliance Neil's Experience: Neil maintains a complete audit trail for every solicitation and award action, with built-in controls that enforce compliance with federal acquisition regulations, giving his leadership confidence that every contract meets regulatory requirements. FeatureDescriptionDocumentation Secure, fast, and integrated processes De-risk your deployment with the security, scalability, and reliability your organization demands, including complete audit trails for all contract actions. Security Information Other Transaction Agreements (OTs) Track and manage special contractual agreements between government agencies and non-traditional contractors with maximum flexibility and speed. Managing OTs Mass modifications for clauses Add, remove, or replace clauses across many released awards at once to apply policy changes such as executive orders without modifying each contract individually. Each resulting modification moves through the normal Contracting Officer approval and release process, preserving your existing controls and audit trail. Mass modifications work with the Government Clause Automation (GCA) integration to manage clauses. Managing Awards Real-world success story: Streamlining a critical cybersecurity services contract The Federal Cyber Defense Bureau (FCDB) faces an urgent need to procure specialized cybersecurity consulting services to address emerging threats. Neil, a contracting officer within FCDB, must quickly create a solicitation and award for these critical services. The traditional contracting process is lengthy, often delaying crucial security initiatives. Before Contract Writing, Neil's team relied on disconnected spreadsheets, email-based document reviews, and manual data entry across multiple systems. A typical solicitation took three to four weeks from initiation to release, with frequent errors requiring rework and compliance reviews that stalled progress for days at a time. The Contract Writing transformation Increasing speed and accuracy Neil creates a new solicitation for Urgent Cybersecurity Consulting Services using the guided data collection wizard. The wizard guides him to enter all the necessary solicitation data efficiently, with built-in validation that catches errors in real time. Before starting the solicitation, Neil uses smart search to find similar past solicitations for cybersecurity services. He types a natural language query like "cybersecurity consulting threat assessment" and the system returns relevant solicitations ranked by similarity score. Neil also searches within the content of uploaded documents across all procurements, finding relevant statements of work from prior contracts. Neil selects SF1447 as the form type for this solicitation, and Contract Writing automatically prepopulates the standard form fields from existing procurement data, eliminating the need to manually fill in dozens of fields that already exist in the system. As part of the solicitation details, Neil uses the intelligent classification codes to quickly select the appropriate PSC and NAICS codes for cybersecurity consulting services. Automating key processes Upon creation of the solicitation, CW automatically recommends a configured checklist, Critical Services Acquisition Checklist, based on the inputs Neil entered. Priya configures the checklist once, and the configurable checklists and tasks feature handles the rest, automatically assigning legal review, technical evaluation, and contracting officer approval tasks to the correct groups. Sarah uploads the statement of work and technical specifications directly to the solicitation record. She also uses the AI Document Builder to generate a sole source justification memo directly from a template managed by Priya in the Settings site. Neil uses the generative AI capabilities to quickly create standardized contract text sections, reducing the time needed to prepare comprehensive solicitation documentation. The configurable review processes automatically assign review tasks to the technical evaluation team and legal counsel. Each group receives their assigned tasks, provides their reviews, and the system tracks completion. Providing transparency and insights CW consolidates all relevant data, documents, tasks, communications, and progress for the cybersecurity services solicitation into a single, accessible, and centralized view. Marcus can see the status of this solicitation alongside all other active procurements without asking Neil for updates. The Procurement Analytics integration gives Marcus visibility into spending against budgets and contract performance across the portfolio. Integrating with powerful tools Once the solicitation is finalized, Neil posts the opportunity to SAM.gov directly from CW, ensuring compliance with federal requirements for posting opportunities over $25,000. During the evaluation phase, Neil transitions to the source selection process using the Government Source Selection (GSS) integration. He creates a new evaluation in GSS that is prepopulated with data from the solicitation, eliminating the need to re-enter overlapping information. When it's time to create the award, Neil uses the FPDS-NG integration to create Contract Action Reports (CARs) directly from CW. The award information automatically populates the CAR data. For contract execution, the DocuSign integration facilitates a faster signing process. Neil configures signing workflows, assigns signatories, and defines signing order directly within CW. When the SF1447 form is released as a Bilateral award, the system automatically sends it to the vendor for signature through DocuSign. Using AI-powered insights With the Procurement AI Copilot, Neil interacts with contract documents, gains instant insights, and asks questions about contract clauses and compliance requirements, which accelerates his decision-making. Neil uses the document chat capabilities to interact directly with uploaded contract documents, asking the AI to summarize document contents or answer specific questions about technical specifications. When reviewing multiple documents from a Document Smart Search session, Neil uses AI Chat with multiple documents to ask questions across all returned documents at once. He selects Ask AI about your document results and asks "What are the key performance metrics across these contracts?" The AI evaluates all matching documents and cites the specific sources for each answer. Ensuring compliance CW provides security features that help FCDB de-risk their deployment through the entire implementation lifecycle. CW maintains a complete audit trail throughout the critical procurement process. The solution also supports Other Transaction Agreements (OTs) for non-traditional contracting arrangements that may be needed for innovative cybersecurity solutions. The measurable results Individual Impact: Neil reduced solicitation creation time from 3–4 weeks to 8 days, a 65% improvement. Contract Writing navigation The application consists of two main workspaces made up of two different sites: the Contract Writing Site and the Contract Writing Settings Site. Contract Writing site The Contract Writing site gives Neil, Sarah, and Marcus the tools to: Create, update, and amend a solicitation: Enter all the solicitation data needed through a guided experience. Use intelligent search capabilities to find contacts, addresses, PSC and NAICS codes to reduce errors when creating new solicitations. Track and maintain all line item data and documents and create amendments for your solicitation. Create, update, and modify an award (contract): Use a guided experience to enter all the award data, or create the award from your solicitation by copying the data to the award. Use the intelligent search capabilities for contacts, addresses, PSC and NAICS codes to reduce errors when creating the award. Track and maintain all your award line item data and documents. Create modifications for your award. Maintain visibility into the state of solicitations and awards: CW provides a centralized location to view all of your solicitation and award data, documents, status, and history. This includes both original and conformed documentation. Agencies can also grant view-only access to non-contracting department personnel to get insights into solicitation or award details, tasks, status, and progress to completion. See CW Quick Start Guide for an overview of the most common views and actions you will use to manage your procurement workflows. Settings site The Contract Writing Settings site gives Priya the tools to manage solicitation and award checklists and review processes, including managing categories, tasks, checklists, and templates for AI-powered document generation. From the front end of the application, the Contract Writing Settings site gives business users the ability to: Manage Categories: Categories group checklist items together, usually by the function of the item or the group that performs the checklist items. Business users can update these categories as their needs change. Manage a library of tasks: You can create a library of tasks that make it easy to add items to templates and individual requirement checklists. Keep checklists up to date: Do users always mark a task as not needed? Remove the task. Have a new requirement checklist type? Create a new checklist. Your requirement checklists can be as flexible as you need them to be. Manage document and solicitation/award review processes: A review process is a grouping of all the user groups that need to review the document, solicitation, or award. You can create a library of processes based on document template, threshold amounts, or solicitation method. Manage templates for document generation: Administrators can create, update, and delete master templates that contracting personnel use to generate supplemental procurement documents directly in Contract Writing using the AI Doc Builder module.
