What is Government Clause Automation?

On This Page
This content applies solely to Government Clause Automation, which must be purchased separately from the Appian base platform. This content was written for Appian 26.6 and may not reflect the interfaces or functionality of other Appian versions.

The Appian Government Clause Automation (GCA) solution is a customizable application built on Appian process automation platform using expert knowledge and best practices for acquisition processes. The GCA solution enables government agencies and federal civilian agencies to provide a guided automated experience for creating clause supplement documents, wherein organizations can efficiently select the correct clauses needed for their agency.

The application consists of a main workspace made up of the following site features. GCA automatically processes alternate clause text producing clean clause bodies that privileged users review.

  • The Government Clause Automation site gives all users the ability to:
    • Create and update a clause set:
      • Enter contract details, select a template, and answer questions to get suggested clauses.
      • Alternate clauses in the clause set display clean, merged text produced by AI-assisted processing — ready to use without raw instruction blocks.
    • AI-powered questionnaire completion:
      • Upload source documents such as a statement of work (SOW), purchase request (PR), and Acquisition Plan, and let the AI Assistant analyze them to suggest questionnaire answers.
      • Each suggestion includes a confidence score, reasoning, and source citation, allowing you to review, accept, or override responses.
    • Fill-ins and edit:
      • Upload all the vendor and evaluation documents through a guided experience, and add fill-ins to clauses in a clause set.
    • Validate and finalize clause sets:
      • Validate that all fill-ins are complete, all edits are finalized, and the latest clause versions are used.
      • Review clause suggestions from a banner on the clause set. GCA validates the clause set automatically when you create it from a copy, amendment, award, or modification.
      • Compare clauses in a clause set with current rules and templates before finalization.
      • Review recommended clause inclusions and exclusions, then accept or reject each recommendation individually or in bulk.
      • Preview the full clause text and the prescription text behind a recommendation, and compare updated clause text, without leaving validation.
      • Complete any information required by newly included clauses, then validate the clause set again before finalization.
      • Review the clauses that require administrator approval or failed automated cleanup. You can finalize the clause set even while administrator reviews are pending.
    • Maintain visibility into status of clause set:
      • View all of the data for a clause set in one location, which enables your departments to see the status of the clause set.
  • The GCA site gives privileged users the ability to:
    • Manage templates:
      • Use phases to group approach tasks together, usually by the function of the task or the group that performs the tasks.
      • Business users can update these phases as their needs change.
    • Manage a library of questions:
      • Create a library of questions that make it easy to determine what clauses to add to a clause set.
    • Keep questionnaires up to date:
      • Realize that users are always missing a clause in their supplements? Add a question to the questionnaire to make sure it is not missed.
      • Have a new category of questions? Create a new category and questions in your questionnaire. Your questionnaire can be as flexible as you need it to be. GCA is designed to help you make a clause selection questionnaire setup process quick and easy.
    • Manage rules:
      • Create rules based on questionnaire questions and contract details to determine which clauses must be included or excluded in a clause set.
    • Manage clauses:
      • Manage and edit clauses in the clause bank, which includes updating to clause properties, tagging fill-ins in the clause text, monitoring alternate clause processing status, and rerunning failed clause processing at batch level.
    • Review AI-updated alternate clause text:
      • Review, approve, edit, or reject AI-processed alternate clause text through a sequential review screen.
      • Only one privileged user can access the review screen at a time, with a configurable session timeout to prevent conflicts.
